EL PUNTO DE PARTIDA

Define digital transformation governance through clear process, data, delivery and approval ownership. Record decision boundaries and escalation routes.

01

04

Name decision owners before milestones depend on them

List the decisions needed to scope, implement and operate the change. Separate ownership of the business process, data definitions, technical delivery and ongoing support. One person may cover several responsibilities, but the decisions should still be identifiable.

Agree who recommends, who is consulted and who can approve each decision. Define a route for disagreements crossing departments and clarify which changes require a new approval. Keep a short decision log with the context and consequences. Review ownership when people leave or responsibilities move. A governance arrangement should help work proceed with clear authority, rather than creating meetings whose participants cannot make the decisions the project needs.

05

A responsibility and decision register

Use the register at review points and during handover. Make sure named owners have accepted the responsibility and understand its boundaries.

  • Decision or responsibility: the specific question or operating area requiring ownership.
  • Accountable owner: the role authorized to accept the outcome or make the decision.
  • Contributors: people providing evidence, recommendations or implementation work.
  • Approval boundary: what can proceed independently and what needs further agreement.
  • Escalation: unresolved conflict, unavailable owner and the substitute decision route.
  • Record: decision, date, rationale, assumptions and the conditions for revisiting it.
06

Do not confuse attendance with accountability

Being copied on a message or attending a meeting does not establish approval. Record the actual decision and the person authorized to make it. Separate a technical recommendation from a business acceptance decision where different owners are involved.

Avoid assigning shared ownership so broadly that nobody can act. Collaboration is useful, but someone still needs authority to resolve the question. Also plan ongoing ownership: a system without a process owner after launch can leave support teams unable to decide how future requests should be handled.

07

Does a small project need formal governance?

It needs clear decision and support responsibilities, though these can be documented simply. A short register and agreed escalation route may be enough. Scale the arrangement to the number of dependencies and decision-makers rather than copying the meeting structure of a much larger programme.

ILLUSTRATIVE PLANNING EXAMPLE

Example: a change spanning operations and finance

Operations defines how a request is handled, while finance owns the coding rules used in reports. Name the people authorized to approve each decision and the person who resolves a conflict. Include the system maintainer when considering deployment and support. Document decisions so a staff change does not erase the reasoning.

Create a responsibility table linked to milestones and review points. Distinguish consultation from approval so the team knows when work can proceed.
